Rollout of Unified GCC Visa Moved to 2026 as Technical Work Continues

The launch of the highly anticipated Unified GCC Visa, designed to enable seamless travel across all six Gulf Cooperation Council (GCC) member states, has been officially pushed to 2026. Saudi Arabia’s Minister of Tourism, Ahmed Al-Khateeb, confirmed the revised timeline.

Initially scheduled for rollout by the end of 2025, the unified visa was planned to undergo a pilot phase in the fourth quarter of this year. The visa aims to transform regional tourism and cross-border mobility by allowing travelers to visit Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE using a single permit.

First approved by GCC interior ministers in November 2023, the unified visa has been defined by regional leaders as a key driver of tourism, business travel, and economic integration. However, several technical and policy challenges have delayed its full implementation.

Cross-Border Security and Policy Alignment

Aligning immigration and security systems across six independent countries remains one of the most complex issues. 

The project was still in the research stage as of March 2025, according to Oman’s Minister of Heritage and Tourism, Salim bin Mohammed Al Mahrouqi, who pointed to unresolved issues around immigration controls and data-sharing agreements.

Ongoing talks among GCC members are focused on dealing with visa regulations and data sharing across borders.

Complex Technical Integration

Building a shared digital infrastructure to support a visa system similar to the Schengen model has also proved to be technically demanding. The initiative involves integrating border control systems, immigration software, and national identity databases to allow real-time updates and monitoring.

In July, GCC Secretary General Jasem Mohamed Albudaiwi stated that interior ministries and passport departments were actively engaged in technical coordination to meet international standards for data protection and border security.

Phased Rollout Strategy Remains in Place

While a full regional launch is now expected in 2026, a phased approach will be used. Select member states are expected to begin test operations. It will allow officials to refine the system and identify any operational issues before full-scale deployment.

Authorities stressed that the delay reflects a strategic decision to prioritize operational quality and security readiness.

Current Travel Guidance

Until the visa is formally introduced, travelers must continue to follow the individual entry requirements for each GCC country. Once in effect, the Unified GCC Visa is expected to mark a major step toward deeper regional integration and tourism cooperation across the Gulf.
